the most important thing to make spicy oil is to make sure the oil is extremely hot. when you add the oil into a bowl, it should boil and combine all the flavor of chili, garlic and other spices together. well done anyway!

I am a Japanese and was super shcoked when I saw the Chinese original 担々麵does not have soup on it.
Easier if you just buy the Chinese chili paste. No need to make it.
